Fish Tank Change HELP!?

Hi, i have two fish tanks in my room one is a little bit bigger then the other, the smaller tank has some little baby oscar fish and a green terror. my second tank has a few tropical fish in it, is there a way i can change the fish from one tank to the other? PLUS will i also need to transfer the water with them if this is possible? if this is possible please help me and tell me how?
