Fish or frogs for a 1.66 gallon tank? Help!?

Okay, so I bought a small hexagonal tank at the start of last school year, thinking it would be a nice addition to my bedroom (I am a university student, thus I couldn't get a pet that is too demanding), and started out with 2 goldfish. I learned later that goldfish need a LOT more room than a teeny tiny tank, and the last of the 2 died about a month ago, not long after I moved back to my parent's house for the summer, despite regular water changes (I suspect that the water quality here is not as good, and I know that it was too small to begin with).

Anyway, I decided to get smaller fish, after learning about the 1 inch per gallon rule, and got 3 male guppies about 2 weeks ago. I also bought a heather and thermometer for the tank. They were fine for about a week and a half, and then one started attacking the other, and that fish died. Then, two nights ago, I noticed that my two remaining guppies weren't eating their food. They died the next morning.

So, now I want to figure out once and for all what the heck i should put in there. I bought a tester kit this weekend, and my nitrites are at 0. Nitrates, pH, and hardness, however are higher than what they're supposed to be, so I guess I'll have to buy something to neutralize that, since that's the only suggestion that the manual for the tester kit provides.

This has ended up costing me a LOT of money (tester kit, heater, etc.), and I'm thinking I'll end up just getting a beta fish. I don't particularly waant to though, because I like the idea of having a couple of fish and watching them interact (plus the beta fish seem to just... sit there). At Petsmart, it says that tequila sunrise guppies and African dwarf frogs can both live in 1+ gallons. Does anyone have any suggestions? Could I get a dwarf frog and a beta? Thanks!
