Fish likes to hang out at the top of the take?

I have had my fish tank established for a couple months now, with a filter and air pump. I clean it often and the temp stays around 70 degrees, I have one bottom feeder and two feeder goldfish. Well the other night one of the goldfish died(most likely from old age). I bought some more feeder goldfish today from Petsmart. Just two of the 12 cent ones and one of the 26 cent ones. I cleaned the tank and let the new fish hang out in their bag for a while before adding them to the water. All of them seem pretty happy. The 26 cent one is just kinda odd though...he's pretty slow moving and likes to hang out around the top of the tank. He isn't gulping for air, he just hangs out like a 1/2 inch or less below the surface. He acted this way at the store and in the bag when I was bring him home.
Does anyone know why he's acting this way? He is about an inch and a half long and brown gray in color...kinda like a carp.
 
You never want to buy feeder fish they are almost always sick and can kill your other fish. They are placed in overcrowded tanks which make it very easy for sicknesses to go around.
