I was half asleep this morning my room fell silent but i ignored it. About 4-5 minutes later I heard the loud sound of my emperor 400 kicking on. I looked in the tank and saw my peppermint shrimp floating around dead. do you think a power spike did this? someone told me that it is common for the area i live in.

this isnt true. my sister has lots of fish and her power was off for almost a day but nothing happened to any of her fish. it was probably something else.

No, this is not true at all. I don't know where your friend heard this, but that is not scientifically possible. When you see dark for more than 5 minutes you don't die. My fish stay in the dark all night and I don't see them dying.

I couldn't tell you exactly why it went off without eliminating all the possibilities first. As for the shrimp if you're not that attached to it, then fry it up with some white rice.

Was it the filter that dies? In which case that should not have killed any animals for the amount of time that it was off. The only way I can see a power cut killing anything it if it sent an electric shock through the tank.
