Finding the right fish for this tank?

EDIT: There would be NO other fish in the tank.
Right, before I say anything, you will all say "OH 5 GALLONS IS TOO SMALL FOR ANY FISH" - However, I went to my local pet shop and they had fish that only grow to 2-3cm max.

Would that be ok just to add ONE fish that grows to 2-3cm in a 5 gallon?

Betta's look quite big though.
How big do they grow to?
 
pretty much a betta

or make it a shrimp tank.

a betta is fine in 5 gallons. anything less, or even worse..a bowl. is just horrible for it. bettas dont need big huge swimming places, they get overwhelmed protecting their territory, thats why they do ok in 5 gallons.
