For all I know it could be western, I've gone through all the animation movies from 1970-1995 cause it couldn't have been made after 1995 on the Internet Movie Database and I haven't found it so far...

I think I found it, did a search on the Internet Movie Database with no restrictions other than animation, and boy and world as keywords. It's definitely western animation which is upsetting since I prefer Japanese. If anyone is interested, I believe the movie is called Little Nemo: Adventures in Slumberland.
