Finding Anime Names & General Anime Q&A

Ok I've been wracking my brain on this for weeks now, but I used to watch an anime several years ago and it was about two people who lived in sort of a ghetto and the rich lived in a city above them, and the two people one a female android (or something) hunted down criminals and such and tore out their spines and sold them to "parts" dealers. But what I cant remember is the title of this anime so IF you know know it please PM me or respond to this thread.

its a girl with pinkish purple hair has like 4-6 white wings
has a blood red/maroonish sword white and redish purple shirt
and dark red boots

not too great of a description but all i can describe from the picture
