I am looking for a website to search the history of a phone or if it can be used for service.

Wnat to buy the cell phone off ebay.

call the service provider you are looking to get for your new phone. they can run that number on the back of your phone - IMEI. they can check if the phone/owner owes money, if so you will have to pay that before they will allow you to use it. if your buying it of ebay, if its stolen there's a good chance the owner has already reported that phone stolen and its likely 'flagged'.
