Financial help for us raising his brother?

My boyfriend and I of two years are raising his 15 year old brother. Long story. He has too much pride to ask for help but we can barely take care of ourselves, let alone a teenage boy. And a rebellious disrespectful one at that. Do you know of any government programs or anything that could make life a little easier for us? My counselor says if I allow her to take notes and write down names he'd be taken away. Trust me I want that because I can't stand him, but I don't want to cause problems between my boyfriend and I. We've had a good thing going until he moved in. He plays us against eachother! I wonder if theres a way to anonymously tell the state or SRS so he'll be taken away. He flunks and screws off in school, drinks, parties and hangs around druggies. C'mon!
