Financial assistance in PA? college student?

I am supposed to graduate college in December 2009. I am having a lot of problems at home with a crazy mother who is trying to sabotage my education among other things. If I was to look for an apartment for around $400 a month, how much should I have in the bank and saved as a security cushion prior to moving out. I would probably have basic utilities such as electric and water. It would only be me living there as a single individual.

Other two bills:
My cell phone bill is $60 a month, my insurance is $90 a month.


Also does anyone know what I can apply for as assistance as a college student in the state of PA to help me? Such as possibly assistance with utility bills and food stamps. I would be independent. I would be working part-time. Currently I have a job at about 25 hours per week at $8.50 per hour and about $1,500 in savings. I also have a car.

I am very scared actually because I will have no help from family at all if something should happen such as my car needing tires or something. I am worried. I really dont have a choice. I am set to be done with my degree in Dec 2009, as I said. Commencement is Dec 20, 2009 if all goes as planned.

I am very unsure of how to "plan" financially for myself. How much more should I have in the bank by September as a cushion? Thank you very much. It is so very appreciated.
