Financial aid suspension solution? 10pts to the best answer?

Background:
I am disabled. I have bad credit due to medical bills (which were actually supposed to be covered, but the hospital keeps screwing up) that went to debt collectors.

I paid for my first two years of school out of pocket at a local community college, and then transferred to a University when my health problems seemed to be under control. I applied for financial aid for the first time, and was approved.
However, apparently the move and such caused a flare up of symptoms, and I ended up hospitalized for some time during the semester. The Dean of Students told me to get a medical withdrawal, and said she had talked to the head of the financial aid department and there would be no problem getting aid the next year.
She was wrong, and I had to put in an appeal to qualify for aid the next year. I had a 3.25 GPA, but my completion rate for *this* school was too low so I had been put on FA suspension. After letters from my doctors, my appeal was approved, and I got financial aid for this school year. Everyone, including my doctors and I, thought my medical problems were sorted, and that there wouldn't be any more issues.

We were wrong. During the fall semester I had another relapse, and ended up dropping half of my classes.
I have been told that because it is the same condition that I had a problem with last year, they will not consider another appeal.

I still have aid for this semester, but I will not qualify for it next school year because of my completion rate. I plan on using the extra aid I have left to pay for summer courses, but my completion rate for this school will still be just under what it needs to be.
I can't get a loan from a bank because of my credit score. I barely have enough money to pay my bills, so there is no way I can save anything. As it is, I already often don't get to eat.

I'm determined to get my degree, but it is becoming difficult to find a way to do so.

Questions: What are my options for continuing to go to school?
If I transfer to another University will I be eligible for aid there? Or does being put on FA suspension here mean I am on it everywhere? My overall completion rate is fine- it is only the completion rate for this university that is an issue.
If there is no way to get financial aid, can I still get scholarships from outside sources?? If so, what is a good way to find those resources?
