financial aid questions?

i am 47 and started at Argosy University. I had student loans that were dismissed because I have severe depression/ and receive disability. I didn't realize that at the time that I could not receive financial aid if I had loans dismissed. I had that reversed and am responsible for them now which is fine. my the college has my financial aid on hold until I bring a note from the doctor stating that I am cured, which I am not. depression is treatable, management but not curable. My psychiatrist will not say that I'm cured in a letter. The school is holding my financial aid until that letter comes from my doctor. can they do that.. Because if any future possible taking student loan borrowing but I'm not borrowing at this time and have already taken 2 classes. can the school do this if I was already awarded financial aid
