Yes they do. When this happens varies greatly between schools. Some schools will issue refunds the day classes start (and sometimes even before). Other schools make you wait 4-6 weeks into the semester. Still other schools will let you charge purchases at the university bookstore to your account and then issue cash refunds later in the semester. You'll need to contact your school to find out their policy.
