Financial Aid Question for Community college?

i want to know if u drop ur classes, do u get a refund, cuz my friend told me that, if u drop ur classes and will get the refund. i have drop two classes last summer and i didnt get my refund yet and on my account summary said that i owe them $200, i want to go talk to them, but the line is so long, any suggestion why i didnt get my refund
but i often get like 200-300 dollar from the school per semester and whats that for
 
Your friend is wrong, you are paying to go to school and the loans/grants are meant to cover the cost of your education. If you do not use them, then you still owe the government the money and the school returns the money to the government. The reason why you owe money is because you dropped out after taking a few classes. You were charged for the class periods you attended.
