financial aid problems please help?

my mom is supposed to file taxes this year,but shes not. i told her that shes going to get penalized for not filing but she still refuses. so i was wondering if there is a way i can still get financial aid. my mom thinks i can use my cousins info because he claimed me on his taxes as a dependent, but i read on the fafsa website that i can only use my parents. i dont know what to do. please help
