financial aid, pell grant $500 only this semester?

What happened this year? Last year i received a full check, this year they send out only $500. I asked a couple of student who qualify also are only received only $500 although the check says there is more ex $500 /$1800. Does anyone know why will the remaining financial aid will be mailed? ACG and SEOG grant haven't arrived either what is going on? I have to pay for books out of my pocket
