If you are offered a financial aid package at the community college, but choose to go to a university instead, you will not receive any money from the community college, but the university will offer you a similar package. Most of the financial aid package is federal grants/loans so they do not differ much.
If you attend community college in the Fall and transfer for the winter, or even the next year, the same thing still applies. The money only pays out to you if you are enrolled.
There are limits to how much you can receive per year in aid such as the PELL grant, subsidized, and unsubsidized loans and while you can receive money from these funds at both schools in one year (one semester at one school, one at another) you cannot exceed the annual limit.
To be safe, when/if you transfer out of the community college you can submit a statement to the financial aid department asking to cancel your aid because you are attending another institution.
