Canadian students in USA Universities are normally not eligible fro Scholarships or Financial Aid, even, as in this case, living legally in the USA for several years (and paying taxes) under a TN/TD Visa.
Some USA school are aware of the difficulty, and go out of their way to assist Canadian students:
Wayne State offers in-state tuition for Ontario residents.
Michigan Tech has extensive scholarships for Canadian Students.
University of Pennsylvania treats Canadian students the same as USA students for need-based assistance.
