Financial Aid (Fafsa and the "I can affort College" program)?

I live in CA and I'll attend to college this fall, so I have a question about Financial Aid.

- I'm a eligible non-citizen.
- I've lived here for 1 year.
- I got GED Certificate.

"I can afford College" program is a type of Financial Aid, isn't it? Is it different from Fafsa? If I apply for Fafsa, can I apply for "I can afford College" program?
