Financial advice for Tax Return.?

A friend recently asked my advice: If you had $20,000 in credit card debt and you were waiting on your $9,000 tax return would you: Take the money and pay your credit card down or take the money and start a lawn business as a supplement to your full time job and income to start reducing your debt?
