Well that would definitely be an animation. Visual effects are meant to tie into a film, not define it. As a standalone application with no storyline, VSFX has very little application.
I believe this is what you are asking, but you mention a difference between animation and CGI. CGI animation is a sub-genre of animation in its own. CGI doesn't just mean Visual effects...it's any application that is based on computer generated art. That can include Video games, motion media, etc.
