The only legal ones are only available for Americans and awful. There are only a couple of them that work anyway. Because it takes so long to download a movie, they are very hard to use and run. Unless you go illegal and use Bit Torrent, the chances of you finding a site which lets you download movies legally are almost impossible at the moment.
The next revoultionally step forward will be a pay-per download Movie service that has been suggested by the UK Film industry to try to stop the illegal pirating of movies. Many people who download movies illegally would be happy to pay for the service, as long as it was a cheaper and quality service that worked; instead of forking out lots of money for Movies that they may not even like. But what would encourage a lot of people who be the fact that if a percentage of the sites profit, or all of it even went to the Movie Industry, it would be legal and Internet users would not be facing the threat of legal action from downloading and watching movies.
It could be around the corner or years away, whatever happens the authorities simply cannot afford to ignore the illegal use of downloading movies. And sooner or later they are going to have to make some film download sites themseleves. They may need to design and invent new P2P software that will work quciker however and that's where it gets harder.

As has been said above, there isn't yet an official UK site around that offers this kind of service. The biggest US VOD service I can find is GreenCine (http://www.greencine.com/watchRelease) although what help that is to you I don't know...

dc++ is still illegal and you have to share a ridiculous amount to even get allowed on a server

what i did was put on some random huge files, one was just 100 pages of the same picture. once you get to 1 gig then download a film and then share the film you just downloaded.
