Fighting Home Owner's Association fines?

Ok so I have a question about Home Owner's Associations (HOA) and their legal rights.
I have a friend who is having some trouble with their HOA about their yard.
The HOA keeps sending them letters about getting their yard cleaned and fixed up. I'll admit, it's not the nicest lawn around with its weeds and what not but at a quick glance it looks pretty green and lively. At the same time, their surrounding neighbors barely even have grass, a few of them look more like dirt patches than anything at all.
They've been bugging my friend for a while and my friend has been talking to them and trying to fix their lawn at the same time, even to the point of destroying the lawn entirely and starting fresh with new soil and everything. It grew well for a bit but then the weeds came back with a vengeance.
Now I know how important image is and all that for a community but at the same time they are by no means the worse offender yet it seems like they are attacking them and now the HOA is threatening to fine my friend every month until the lawn is fixed.

What kind of legal ramifications are there if they refuse to pay the fines?
Even if they hire a professional, chances are the entire lawn will have to be redone again. Does this mean that while they are waiting for the grass to grow (literally) the HOA can continue to fine them monthly?
Mind you like I said, they are actively and visibly trying to fix their lawn and they have never missed an HOA fees payment before.

I ask this because I have read in a few places that you can risk even losing your home yet in another community that I lived in that is about half an hour away from this one, pretty much no one paid the HOA fees OR the fines yet the HOA didn't do anything to those owners.
