Federal Stafford Loan for Undergraduates. Can anyone at any financial status get one?

For example Wells Fargo. If you want a student loan can you get one?
I have a good financial status. If you have a good financial status is it easier? Please don't tell me loans are not good to get blah blah.. I just need to know thank you.
 
I have the Federal Stafford loan but I had actual financial need. I think you can only get them by submitting a FASFA from. I don't think you get that type of loan at any old bank. You can get education loans at a bank, but they have a higher interest rate I believe.
