Father's knees giving him trouble bicycling ?

My dad's knees are sore when he bicycles. He is around 60 and claims its arthritis but what can I do / what else could it be as far as fitting the proper bike to him? I am thinking I need to try different seat levels ?
 
seat up or down or fore and aft - cleat position, wedges under soles - it all depends on WHERE the pain is located

and possibly riding in small gears.

a professional fit is best.
 
You know the seat level is right when your knees are only slightly bent at the 6 o'clock down stroke position.About 28-30 degrees. Too high and you can have hip problems.Too low, knee problems.
If he has arthritis he needs to see a doctor to find out if he should even be on a bike.Doctors can now do wonders with bad knees.But not
for everyone.
