family cars stolen, police found them but can't get the cars back untill

nearly £2000 has been paid, Help? There was a burglary at my parents house a few days ago, they took dads car and brothers car plus all the keys, the cars were found later on that day with no damage but the keys were never found, the police took the cars for fingerprints but couldn't find any, they have now been told they can't have the cars back until they pay over £600 for my brothers car and over £1300 for dads car, this cost includes 'rent' for the time the car has been kept in, the labour and also for new locks, new keys and for the keys to be programed.
Is there anyway they can claim this money from somewhere as it wasn't there fault the cars were stolen, they were both parked in the driveway with the alarms on and all doors locked, but they can't afford to pay this amount of money to get there cars back, it doesn't seem fair that they have to pay this amount of money when they are the Innocent ones in all this, everyone including the police knows the name and address of the person who took the cars but the police can't do anything because they didn't find any fingerprints, even if they claim on the insurance they have to pay the first £600 for each car but they can't even afford that, is there anything they can do?
Any advice would be really appreciated
