Fallout: New Vegas, Arcade Gannon Companion Quest?

I've looked at a walkthrough on The Vault and I've done as many things as I can, I've taken him to the fort and told him I'd listen to what Caesar has to say and then leave, and I've taken him to Mr. Fantastic, but that was after I finished the Helios One mission, and he didn't say anything, I've asked the scientist at Camp McCarren about the OSI and he talked to me, and I've went to the Repconn Headquarters, and he talked to me about it, taken him to the Crashed Vertibird and he talked to me, and everything else they asked of me, and I can't start the quest. Also, I still can't find the Deathclaw Promonotory or whatever it's called on my map after I got the Explorer Perk... why can't I start the quest, and where is the Deathclaw Promonotory?
