Fallout 3:Why arent the brotherhood there when i get to chevy chase?

I went into chevy chase, there is no brotherhood at all. only super mutants. but for everyone ive talked to , they find the brotherhood. i know exactly where they are in the game, but they arent there.... help?
they arent there for me but they are for everyone else, and i know they are by the metro area, they just arent there. i walk into chevy chase and there are just super mutants
