Fair housing laws pertaining to electric bill?

I live in an apartment that is connected to two other buildings. All of the buildings are on the same elec. meter. Until now, my rent has been all bills paid but the landlord is changing that and now wants me to pay my own elec. bill. He is not installing a seperate meter to get an accurtate bill for my elec. usage. He says he is going to average my bill on some other apartments that he has. The only thing is that the other places have 4 times the windows I do, my house is better insulated and I don't have a washer/dryer as the others do. I was told that he can average the elec. bill but it has to be a monthly average, such as 150 a month and if I use less he does not have to give me the difference but if I use more I do not have to pay the difference. Can he legally charge me a different amount each month based on what other people use or does it have to be the same amount across the board or does he have to install a seperate meter?
