Fair grading/should test grade be omitted?

This is the situation - a particular student who has never gotten a B in her life, plays 4 varsity sports, never in trouble, and has a 31 ACT score just got her first B in a math class. what happened? well, on one chapter test, between approx. 40 students, the average test score was 43%. girl got a 47% while all of her other test scores were 97 or higher. This one test has caused the student to be out of Valedictorian/salutatorian, and will likely cost her scholarships. I just want to know what people out there think. Should test have been re-given, score thrown out,??? Thanks for your opinion
