Failed smog check on a 1989 Cadillac Eldorado?

My 1989 Cadillac Eldorado with 101k miles on it failed the smog check today, due to ignition timing: TDC. It does not say how many degrees off, just the ignition timing being out of tolerance. It passed all the other parts of the test in flying color.

Is the ignition timing expensive to get adjusted?
 
It shouldn't take a good mechanic ten minutes to do. Hook up a timing light, loosen one bolt and adjust. There may be other problems throwing the timing off. A worn timing chain will cause the timing to be retarded. A leaking vacuum advance hose will make the timing off also. So will a plugged up port on the intake or throttle body.
