FAFSA Financial Aid Student Info if never Employed?

Trying to help do my sisters financial aid.
It is asking if she has completed her IRS forms.
She has never been employed but her information was filed as a form of dependent under our mothers.
Should I select "Completed" or "Will Not File" ?
