My 03 Road Kings speedometer started acting very strange. The speed hand would go to zero at 70 mph and the odometer would flicker on and off. If I hit the turn signals some times it would work for a moment. The cruise control was inoperative when all of this was going on. The only trouble code that came up was high voltage, also the engine would some times die at stops. Checking the voltage at the battery indicated 15.4 to almost 16 volts. I replaced the voltage regulator and all is well again. Hope this helps. My lesson learned is when things start messing up, running or otherwise, check the voltage at the battery with the engine running at 2500 to3000 rpm.
