Facebook chat problem?

i asked a question before but im not getting the right answerers. My problem is that the chat menu is not available at all. When i log on it doesn't show that any ones online and theirs no chat bar in the bottom right corner. All there is is a thing that say's chat with friends and i have to click on it when i click it opens a new browser. On my other lap top when i log on it show who's online with the green circle's and what not but not on this computer. But this is an old computer. Is their something i have to download to make it work
