fable 3 question about some of the prospect of the game?

i was reading it said you start out as the son or daughter of the fable 2 char
does that mean your choices from fable 2 will carry over to fable 3 or whats the deal
also have they set a official release date for the pc yet or is that just something that most likely will never happen
