eye pain and vision probs

my brother has had high blood pressure and it may have ruined some of his retinas he has eye pain constantly and they are red. He found out he had a dmaged kidney and had that taken out and is on meds for his BP. he has lost some of his periperial vision. He has been to numerous doctors and was to a eye specialist in halifax who said there is no treatment. there must be some treatment for the eye pain he suffers with this every day. does anyone know of anything or an eye doctor that will help
