Exposing yourself? Is it against the law in Korea?

Since I arrived 7 years ago, I've seen countless people urinating in the streets. I've also seen numerous drunk men flashing their goods. Including once on the subway 5 years ago. Let's just say, there is not much not flash. But anyways, serious question.
