Exercise tips for my thighs and butt?

OK, here is my issue. Im not over weight. I'm 5'2 and I fluctuate between 118 and 121. Depends on the time of year (darn holidays!) I have a small waist and very toned calves but I cannot for the life of me tone up my thighs no matter what I do! They are basically ALL fat :( Inner and outer upper thigh area. I just don't understand why my calves are great but my butt and thighs are horrible. Im not exaggerating either. They LOOK little in jeans and stuff but I have some cellulite and no muscle in them. Im also a runner and have been for a while so why am I having this problem? Its so bad that I will not even wear a swimsuit. What are some good exercises I can do to help thin out my thighs without working out my calves so much?? How can I train my body to use those muscles more?
