Exercise plan for a 14 year old girl?

Okay, to start off, I'm not fat or anything, I'm 5'1 and 100 pounds. The thing is, my thighs are BIG. I mean BIG BIG, and having short legs (27'' inseam) with big thighs looks horrible in skinnies! I've been jogging for at least 20 minutes a day, doing jumping jacks, and step ups. I just realized it wasn't fat, but muscle. Is there anyways to get rid of it? Is jogging make my legs big??
