Exercise Bike help pedals feel stiff V-Fit MPTCR2 Programmable Recumbant Cycle?

I recently bought this bike and can't use, I can pedal forward but when it comes to bring your foot backwards to go round again it feels stiff, I've tried moving my seat to different positions but nothing helps!

Any ideas?
