bill by Kerry/Leiberman will only increase household energy costs by $146 a year which it says is modest and affordable.

$17 per ton of carbon for credits in 2013 and $24 by 2020 to be paid by the energy producer.
 
It doesn't make sense. The non partisan Congressional Budget Office said that the proposed bill would make the average household's energy bill increase by $1600 a year.
 
yeah and a proposed part of offsetting that is supplementing the energy companies such at the prices don't go up that much (or the people but i doubt that happens)
