engine issues with 2006 honda crf-100?

With the engine not running, turn the throttle full open and let go.
Does the twist grip return all the way, or does it get stuck?
If it doesn't return, figure out why.
Dirt between the throttle and handlebars.
Hand grip pushed in and/or rubbing on the end of the handlebars.
Kinked (bent) throttle cable.
Throttle slide sticking in the carburetor.
 
check your throttle body make sure it is returning and moving easily and/or vacuum lines on your CV carb. (if equipped), otherwise it will most likely be a clutch problem, nothing serious just wear and tare, however that sounds like it could be dangerous don't ride tell you get it solved, likewise pick up the Essential Guide to Motorcycle Maintenance, unlike the folks who wrote your owners manual Mark Zimmerman knows how to do things the easy way AND how to write in plan English.
 
the problem its having is when im on the throttle then let off to shift then engine doesnt rev down it keep the rpm's high and makes the bike instantly pull when i let the clutch go after i shift so any help would be great thank you =]
 
Your throttle cable is sticking open when you rev the bike.it might need
lubrication or replacement for a new one sometimes the small metal wires inside break and this can cause it to stay open.
