Empire quotes quiz (new one)

Was hoping to give and receive hints for the Empire website quiz - it can be found at:

If we could try to do similar to the "puzzle donkey" thread in GD, so that hints are given out rather than answers when people are stuck.
My lame scores are currently 17/30, 5/30, 1/30.

I could do with hints for
Easy - No. 16
"I'm down, I've got the 411, and you are not going out and getting jiggy with some boy, I don't care how dope his ride is. My mama didn't raise no fool!"
(I'm thinking along the lines of some embarassing middle-class white father trying to demonstrate how 'cool' he is, teen movies?)

Medium - No. 1
"The pellet with the poison's in the flagon with the dragon! The vessel with the pestle has the brew that is true."
(I'm sure I've heard this before, I think by a female, but that's about all I can get, presumably the dragon ref means it's a fantasy film)

Hard - No 2
"Is there any reason why there should be an absurdly dressed, half-naked man chained to a fence being tossed off by an old, blind council worker?"
I SO know this scene, but none of the context. Help!!
 
I'm not doing too badly on this actually. After a couple of hours I've got 27 on easy, 19 on medium and 16 on hard. I'm not very good at cryptic hints though and I don't want to just give the answers :) All this proves I spend WAY too much time watching films!
Here's a hint for the medium one you're stuck on (flagon with the dragon) - hope it's not too big a hint (I'm not very subtle!). It's a Danny Kaye movie. Hope you know your 50s cinema ;)
For Easy 16, think teen movie/Shakespeare adaptation.
For Hard 2, think Channel 4 spoof chat show host and his ropey move into movies.
 
Bah, think I've reached my limit on 'Easy' with 19. The rest don't even ring the faintest of bells so I guess I've not seen them!
 
Some of them are very obscure. It's good to see they haven't gone for the obvious quotes in some of the more well known films too. I've completed Easy! You can PM me for any answers if you get desperate. Now let's see if I can get Medium worked out...
 
I think I've reached my limit now. I've managed an overall 83/90 (Rating: Oscar Winner). I just know that the remaining 7 are going to keep me awake all night :) I won't give up though!
