electrical system is funny on '92 ford crown vic, alternator?

when i accelerate(parked or in drive ) all electrical components speed up (blinker-faster, head lites-brighter,) or if i have the wipers on delay and i turn on the blinker the wipers will wipe once (not in the normal timing)
is it the alternator or something else?
