Here's what I think:

Imperials = Southern Europeans, ex: Italians, Spanish, French, etc
Redguards = Africans
Bretons = British
Nords = Scandinavians, ex: Norwegians, Swedes, Finns, Germans, etc
Dark elves = Mongoloids
Wood elves = American Indians
High elves = Half Asian half whites
Argonians = The Jews.
