Elder Scrolls 4: Oblivion HELP!?

In Roxey Inn will Rigmor and the kahdjit revive themselves in awhile when I kill them, or will they get better armor and weapons when I advance levels?
 
Im not 100% sure where this is at ( is this in oblivon or in an expansion? ) anyway i can tell you this.

NO ONE comes back to life ( well with out the help of a staff you steal from a Daedric god ) and 90% of the time the higher level you are, the better loot there is.
