Education or work? Which way? Please help im desperate!!?

I left school with 12 good GCSE's, and have been working full time for nearly a year now, but i feel that i have come to a dead end and this job wont get me anywhere and i want to take the next step. (im an administrator for a letting agents). There isn't a specific career that i have always been set on, so im struggling on my future. Im very interested in law, and would be willing to go to college to get A levels, then onto Uni for a degree, but im worried im not intelligent enough! Also apparently Uni is not worth the debt? I don't want to rake up alot of debt and risk not even passing the degree.. Is this route worth it? Im extremely hard working but not crazy clever like alot of law students! My GCSE's were mostly B's, couple of C's and A's. The other option is to continue working in my current field (administrative work) and getting more experience, in the hope to gradually get better jobs... OR go to college then straight into work and not go to university, that way i have higher qualifications but no debt? Please help im so stuck :(
