educated english speakers - the use of word background?

[i love cats]

My boss sent me email saying "gather background information on XXXXXcountry". So since that i have been thinking can u actually use this word in that context? I have always been thinking u use "background information" for a person, or company, but for country u use "write me a brief on the country". Or what do u think? English is not his mother tongue.
