editing photos: how-to and why?

ive read many, many articles online about great, free editing programs. however, what im lacking is what does editing photos entail?? i understand you can make them black and white and all that other colorful stuff, but how do photo editing programs really work?? what else do they enable you to do and how? why should photos be edited??

what are some of your favorites? (free-$50)
