Eczema with no family history?

Hello fellow community members.

Is it possible to have eczema even though it doesn't run in the family? (no relatives that i know of has eczema)
It started off as small itchy bumps like mosquito bites without the redness on my hands. It then turned into small patches of itchy dry flakey skin. I have had this problem for many years now; it is nothing serious. Could it be eczema or something else?

I haven't been to an allergist yet. I went to my physician a few years ago and they just gave me an ointment. They didn't really diagnose it, they just looked at it and gave me the prescription for the cream.
